r) EFF Municipalities on Transport

EFF municipalities will:

1. Maintain all municipal roads in a safe and usable condition and progressively surface gravel roads to ensure reliable access in all weather conditions, in areas such as Mogale City, Randfontein in Gauteng, and Khai-Ma in the Northern Cape.

2. Prioritise the maintenance and upgrading of roads leading to schools, clinics, cemeteries, economic centres and other public facilities.

3. Ensure that taxi ranks, bus and train stations, and other public transport facilities are clean, safe, with proper lighting access to water, sanitation, and waste removal services.

4. Formalise partnerships with taxi associations to co-manage taxi ranks, public facilities and commuter infrastructure in a manner that supports safe and efficient public transport.

5. Organise taxi ranks and transport facilities as structured trading areas that support informal traders and local economic activity.

6. Introduce transparent and efficient systems for issuing taxi permits and other municipal transport-related approvals.

7. Install modern safety infrastructure, including lighting, surveillance systems, and security measures, at taxi ranks, bus and train stations      

8. Expand reliable and affordable public transport services, including municipal and contracted bus services, particularly in under-serviced townships and rural communities.

9. Provide cleaning and maintenance subsidies to taxi associations, cooperatives, and community enterprises responsible for managing taxi ranks, public toilets, and commuter facilities.

10. Provide safe and reliable subsidised transport support for pensioners, people living with disabilities and unemployed persons.

11. Provide safe and reliable transport for the elderly SASSA beneficiaries on days when they collect their pensions and social grants.

12. Conduct regular audits of municipal transport infrastructure and related contracts to ensure that public resources support service delivery, economic development, and the needs of communities.

13. Revive and maintain municipal airports and develop small-scale aviation infrastructure where possible.

14. Hold mayors, MMCs, and municipal officials accountable for the condition of roads, transport infrastructure, and public transport facilities.

15. Enforce municipal by-laws to ensure all transport operators act legally and responsibly, safeguarding commuters, businesses, and communities .
