s) EFF Municipalities on Municipal Infrastructure

EFF municipalities will:

1. Rebuild internal municipal capacity by employing engineers, town planners, architects, artisans, plumbers, technicians and other skilled professionals required to plan, build and maintain infrastructure.

2. Terminate outsourcing of essential infrastructure services and create permanent municipal teams in charge of roads, water, sanitation, stormwater, and public facilities.

3. Launch a mass infrastructure rebuilding programme to address backlogs in roads, water, sanitation, stormwater systems, and public facilities.

4. Use infrastructure development and maintenance as a major driver of employment, with a focus on local labour, women, persons living with disabilities and young people.

5. Maintain and upgrade municipal roads, bridges, traffic lights, street lighting, road signage, and stormwater systems to ensure safe and reliable movement of people and goods.

6. Repair, expand and maintain water infrastructure, including pipes, reservoirs, and treatment plants, to ensure reliable water supply and eliminate water losses caused by leaks and poor maintenance.

7. Upgrade and maintain sanitation infrastructure, including sewer systems and wastewater treatment plants, to eliminate sewer spillages and ensure dignified sanitation services for all communities.

8. Prioritise infrastructure development in informal settlements, townships, rural communities, and other historically under-serviced  areas.

9. Maintain and enhance infrastructure across residential, commercial, and industrial zones to support households, businesses, professionals, and boost local economic growth.

10. Ensure that municipal infrastructure supports industrialisation, investment, economic growth, and the expansion of local enterprises.

11. Ensure that infrastructure investment is aligned with spatial planning, integrated human settlements, and long-term municipal development objectives.
