Meet EFF Mayoral Candidate For Buffalo City Metro Mr Mkhululi Dlevu

Born in Port Elizabeth and raised in Zwide, a township with a proud history of political struggle and freedom fighters, Mr Mkhululi Dlevu is a product of humble beginnings who turned his passion for technology, problem-solving and innovation into an accomplished professional career. From tutoring Digital Systems as a student to becoming an experienced ICT programme and project manager, business analyst and technology consultant, he has worked on complex projects across public institutions and the private sector. He is also an entrepreneur and young farmer, demonstrating a commitment to building productive enterprises beyond the corporate world. His political journey has been equally grounded, rising from EFF branch leadership in Buffalo City to the Central Command Team. He now brings together technical expertise, entrepreneurial experience and grassroots revolutionary politics in the fight to rebuild Buffalo City.

EDUCATION

Mr Dlevu completed his matric at Sakhisizwe High School in Port Elizabeth before pursuing his passion for technology and engineering. He studied ND in Electrical Engineering from Cape Technikon, a Diploma in A+ Support Engineering from Damelin Computer School, and a CCNA qualification. He further completed professional training in Cisco Sales, HP Partner Fundamentals and Microsoft Project Management.

LEADERSHIP

Mr Dlevu’s leadership journey began while he was still a young student at St Boniface, where he became involved in school politics and helped establish a Students’ Representative Council, leading student struggles that ultimately resulted in him being forced to leave the school. In the EFF, he served as Branch Chairperson of Ward 50 in Buffalo City Municipality from 2017 to 2019. He was subsequently elected to the EFF provincial leadership structure for the 2018–2022 term, before being elected to the EFF Central Command Team in 2024.

GOVERNANCE

Mr Dlevu brings substantial governance and public-sector experience through his work managing ICT systems, infrastructure, financial aspects of programmes, contracts, regulatory compliance, stakeholder relationships and large-scale projects. As an Account Manager at SITA, he worked on the provision of core ICT infrastructure and support services to the South African Police Service (SAPS), involving ICT infrastructure, data centres, network systems and more than 29,000 devices across over 1,000 remote sites, servers and users. At Amathole District Municipality, he served as a Business Analyst and Project Manager developing a data management and revenue enhancement tool, while his work with the Eastern Cape Department of Education focused on performance and capacity planning, systems, service levels and compliance with Auditor-General requirements. He also managed ICT infrastructure and disaster recovery projects at Mnquma Local Municipality, and worked on the network architectural design and reticulation of clinics and hospitals for the Gauteng Department of Health. As a lead consultant & Program Manager in the Development a Web Based Integrated Portfolio Management System for the Eastern Cape Department of Public Works, he facilitated ICT Resources, Hosting Services, Softaware & Hatdware Support and Maintenance, as well as Business Process Automation, Integration of GIS Portal and effective project management of infrastructure that is aligned with treasury guided Infrastructure Delivery Management System (IDMS) framework.

ACHIEVEMENTS

Mr Ndlevu received a Merit Award from Damelin Computer School for being a top student, earned Honorary Colours for Judo after representing Western Province at the South African Judo Championships, and received the President’s Award for achievements in computer skills, community service, sport and expedition. He went on to become a Border/Buffalo City Judo Champion and placed fourth in the Masters category at the 2016 National Open Judo Championships. He has also built a record as an entrepreneur, serving as Director and Owner/Co-Owner of several enterprises, including CNT Services Plant and Tool Hire, Bolunga Systems, Dlevu Bosman Group and Bosman Family Farm.
